What are “doors and enclosures”?
According to the definitions in 16 CFR Part 1239 and ASTM F1004-22, doors and enclosures refer to:
Structural features: vertical pole spacing ≤ 6 cm, height ≥ 60 cm, with an adult-controlled locking mechanism.
Functional purpose: to provide isolation and restrict children’s movement.
Testing and Certification Requirements
Third-party testing:
The gates and enclosures must be tested by a third-party laboratory accredited by the CPSC to ensure compliance with 16 CFR Part 1239/ASTM F1004-22 standards and all other applicable regulations governing the safety of children’s products.
Child Product Certificate (CPC):
Domestic manufacturers or importers must issue a Child Product Certificate (CPC) based on the results of third-party testing, with the following clearly stated in Part 2 of the certificate (Reference Standards): “16 CFR Part 1239 – Safety standard for gates and enclosures.”
