What is a “fixed activity center”?
According to the definitions in 16 CFR Part 1238 and ASTM F2012-24, a fixed activity center refers to:
Structural features: a rigidly fixed framework with encircling seating and recreational components.
Functional purpose: to provide a safe space for children to engage in recreational activities.
Testing and Certification Requirements
Third-party testing:
Fixed activity centers must be tested by a third-party laboratory accredited by the CPSC to ensure compliance with 16 CFR Part 1238/ASTM F2012-24 standards and all other applicable rules for the safety of children’s products.
Child Product Certificate (CPC):
Domestic manufacturers or importers must issue a Child Product Certificate (CPC) based on the results of third-party testing, with the following clearly stated in Part 2 of the certificate (Reference Standards): “16 CFR Part 1238 – Stationary activity centers.”
