What is a “height-adjustable seat”?
According to the definitions in 16 CFR Part 1237 and ASTM F2640-18, a booster seat is defined as:
Structural features: designed for use with children weighing between 15 and 36 kg, does not have a separate restraint system, and must be securely attached to the vehicle.
Functional purpose: to elevate a child’s seating position and provide compatibility with adult seatbelt protection.
Testing and Certification Requirements
Third-party testing:
Heightening seats must be tested by a third-party laboratory accredited by the CPSC to ensure compliance with 16 CFR Part 1237/ASTM F2640-18 standards and all other applicable child product safety regulations.
Child Product Certificate (CPC):
Domestic manufacturers or importers must issue a Child Product Certificate (CPC) based on the results of third-party testing, with the following clearly stated in Part 2 of the certificate (Reference Standards): “16 CFR Part 1237 – Booster seats.”
