16 CFR Part 1235Safety Standard for Baby Changing Products
Core Objective
To minimize injuries and deaths of infants caused by normal use, reasonably foreseeable misuse / misuse of diaper products, focusing on prevention and control of falls, structural failure, dumping, clipping, asphyxia and chemical hazards.
What is a "baby diaper replacement product"?
As defined by 16 CFR Part 1235 and ASTM F2388-21, only the following four categories of baby diaper supplies are included in this standard:
Diaper changing table
additional diaper changing device
contour-shaped diaper changing mat
diaper changing table accessories.
Structural Features:elevated, standalone structure; can be equipped with guardrails/restraint system; can be integrated with furniture such as dressing tables, desks, and bookshelves; can have removable/draw-down sections for changing diapers; can include diaper storage space; compatible with cribs.
Functional purpose:Provides horizontal support and immobilization of the baby for caregivers to change the diaper for the baby and provides a barrier to prevent the baby from rolling down during diaper changes.
Not applicable
This standard does not apply to flat, contourless diaper pads (which are accompanied by diaper bags).
Testing and Certification Requirements
Third Party Testing:
Baby diaper changing products must be tested by a CPSC accredited third party laboratory to ensure compliance with 16 CFR Part 1235/ASTM F2388-21Standards and all other applicable child product safety rules.
Children's Product Certificate (CPC):
A domestic manufacturer or importer must issue a Children's Products Certificate (CPC) based on the results of a third party test. This must be explicitly filled out in Part 2 of the Certificate (citation criteria)" 16 CFR part 1235 - Baby changing products"。
