16 CFR Part 1233 Safety Standard for Portable Hook-On Chairs
Core objectives
Minimize the risk of injury or death associated with the use of portable table-side chairs, particularly by preventing falls caused by chairs detaching or breaking from tables, or by injuries resulting from simultaneous toppling of tables and chairs.
What is a “portable hook-style chair”?
According to the definitions in 16 CFR Part 1233 and ASTM F1235, a portable hook-style chair refers to:
Structural features: a seat designed specifically for children who can sit up independently. Appearance features: typically a chair without legs, composed of fabric on a lightweight frame.
Testing and certification requirements.
Third-party testing:
Portable table-side chairs must be tested by a laboratory accredited by the CPSC to ensure compliance with 16 CFR Part 1233/ASTM F1235 standards and all other applicable safety regulations for children’s products.
Child Product Certificate (CPC):
Domestic manufacturers or importers must issue a Child Product Certificate (CPC) based on third-party testing results. The Certificate’s Part 2 (Reference Standards) must clearly state: “16 CFR part 1233 – Portable hook-on chairs.”
