16 CFR Part 1231 Safety Standard for Highchairs

Prevent accidents resulting in injury or death due to falls, entrapment, suffocation, or escape caused by malfunctions, misalignments, or improper installation of game enclosure components.
What is a “high chair”?
According to the definitions in 16 CFR Part 1231 and ASTM F404, a high chair refers to: Structural characteristics: an independent chair.
Age range: Suitable for children under the age of 3.
Height Standard: The distance between the seat surface and the ground is greater than 15 inches (approximately 38 cm).
Purpose of Use: Typically used for feeding or dining, to elevate children to a normal dining height.
Testing and certification requirements.
Third-party testing:
High chairs must undergo testing by a third-party laboratory accredited by the CPSC to ensure compliance with 16 CFR Part 1231/ASTM F404 standards and all other applicable safety regulations for children’s products.
Child Product Certificate (CPC):
Domestic manufacturers or importers must issue a Child Product Certificate (CPC) based on third-party testing results. The Certificate’s Part 2 (Reference Standards) must clearly state: “16 CFR part 1231 – High chairs.”
