16 CFR Part 1229 Safety Standard for Infant Bouncer Seats

Minimize the risks of injury or death associated with the use of baby bouncy chairs, including hazards related to structural integrity, stability, restraint systems, slip resistance, and entrapment.
What is an “infant rocker seat”?
According to the definitions in 16 CFR Part 1229 and ASTM F2167, an infant bouncy chair is defined as:
Structural Features: A standalone product designed to support occupants in a reclined position.
Functional Features: Designed to facilitate the occupant’s ability to perform jumping movements with the assistance of a caregiver or through other means.
Target Audience: Suitable for infants who have not yet developed the ability to sit up independently (typically around 0 to 6 months).
Testing and certification requirements
Third-party testing:
Baby bouncy chairs must be tested by a third-party laboratory accredited by the CPSC to ensure compliance with 16 CFR Part 1229/ASTM F2167-22 standards and all other applicable safety regulations for children’s products.
Children’s Product Certificate (CPC): Domestic manufacturers or importers must issue a Children’s Product Certificate (CPC) based on third-party testing results. The Certificate’s Part 2 (Reference Standards) must clearly state: “16 CFR part 1229 – Infant bouncer seats.”
