16 CFR Part 1227 Safety Standard for Carriages and Strollers
Core purpose
Minimize the risks of injury or death associated with the use of infant strollers, including hazards related to stability, brakes, restraint systems, latches and folding mechanisms, structural integrity, rope entanglement, wheel detachment, and entrapment.
What is an “infant stroller”?
According to the definitions in 16 CFR Part 1227 and ASTM F833, a baby stroller is a wheeled vehicle designed to carry infants and young children, typically propelled by a caregiver, allowing the infant or child to be transported in a seated or lying position.
Testing and certification requirements
Third-party testing:
Baby strollers must undergo testing by a third-party laboratory accredited by the CPSC to ensure compliance with 16 CFR Part 1227/ASTM F833-21 standards and all other applicable safety regulations for children’s products.
Children’s Product Certificate (CPC):
Domestic manufacturers or importers must issue a Children’s Product Certificate (CPC) based on third-party testing results. The Certificate’s Part 2 (Reference Standards) must clearly state: “16 CFR part 1227 – Carriages and strollers.”
