16 CFR Part 1225 Safety Standard for Hand-Held Infant Carriers

Core purpose

Ensure that portable infant carriers can safely carry and transport infants under normal use and reasonable, foreseeable instances of misuse, thereby preventing injuries resulting from structural failure, inadequate restraints, or stability deficiencies.


What is a “portable baby carrier”?

According to the definition by the CPSC, a portable infant carrier refers to a standalone, rigid, or semi-rigid side product designed to support occupants, with their torso fully supported by the product, making it easy for caregivers to transport them using the handles.


Testing and certification requirements

Third-party testing:

Portable infant carriers must be tested by a third-party laboratory accredited by the CPSC to ensure compliance with 16 CFR Part 1225/ASTM F2050 standards and all other applicable safety regulations for children’s products.

Certificate of Compliance for Children’s Products (CPC):

Domestic manufacturers or importers must issue a Certificate of Compliance for Children’s Products (CPC) based on the results of third-party testing. In Part 2 of the certificate (Reference Standards), it must be clearly stated: “16 CFR part 1225 – Hand-held infant carriers.”
