16 CFR Part 1633 Standard for the Flammability (Open Flame) of Mattress Sets

Core objective:

The requirement aims to reduce deaths and injuries associated with mattress fires by limiting the scale of such fires within a 30-minute test period. Unlike 16 CFR Part 1632, which addresses smoldering (cigarette) ignition sources, 16 CFR Part 1633 addresses open flame ignition sources.


Target Audience:

All mattress cover sets manufactured,imported,or refurbished on or after the effective date must meet the requirements of this standard.


Key Definitions:

Mattress:Refers to an elastic material or a combination of materials encased in padding,used for,or marketed as,a product for sleeping purposes.This includes,but is not limited to:

Adult mattresses,youth mattresses,crib mattresses(including portable cribs).

Double-decker bed mattress,futon,foldable chair bed(no permanent backrest or armrests),recliner bed.

Waterbed or airbed–provided that there is filling material between the liner and the mattress core.

Mattresses included in soft furniture,such as sofa mattresses,corner combination mattresses,camping mattresses,elevated mattresses,sliding mattresses,and so on.


Criteria for determination:

During the 30-minute testing period,the specimen must meet both of the following criteria simultaneously:

Test indicators.

Limitation requirements.

Remarks

Peak heat release rate.

≤200 kilowatts (kW)

At no point during the 30-minute test period should it exceed this limit.

Total heat release over the first 10 minutes.

≤ 15 megajoules (MJ)

Only the first 10 minutes after the test begins.



Requirements for compliance certificates:

According to the requirements of the CPSIA (Consumer Product Safety Improvement Act):

Adult/Universal Mattress

The manufacturer or importer must provide a General Certificate of Conformity (GCC), referencing the relevant literature applicable to the certified product in Part 2: 16 CFR Parts 1632 and 1633.

Children’s mattresses (for children aged 12 and under).

If a mattress is designed specifically for children (including crib mattresses), it is considered a child product and must meet more stringent requirements:

Third-party testing: Testing must be conducted by a third-party laboratory accredited by the CPSC.

Children’s Product Certificate (CPC): A Children’s Product Certificate (CPC) must be issued, referencing Parts 1632 and 1633 of 16 CFR in Part 2.

Lead content: The total lead content in any accessible component material shall not exceed 100 ppm (some textiles may be exempt).

Phthalates: Mattresses intended for children aged 3 and under must contain no more than 0.1% of eight specific phthalates in their plastic components.

Tracking Labels: Products and packaging must bear permanent tracking labels (manufacturer information, production date, batch number, etc.).
