16 CFR Part 1632 Standard for the Flammability of Mattresses and Mattress Pads(FF 4-72,Amended)

Core objective:

It is required that, in typical nighttime sleeping scenarios, mattresses and mattress pads should not ignite or sustain smoldering or open flames even when exposed to a lit cigarette (the most common ignition source for fires in bedding).


Applicability:

All mattresses and mattress pads manufactured or imported in the United States must comply with this standard, unless explicitly exempted.


Key Definitions:

Mattresses: Products filled with elastic materials and featuring padding, intended for or marketed as suitable for sleeping. These include, but are not limited to:

Adult mattresses, youth mattresses, crib mattresses (including portable cribs).

Double-decker bed mattress, futon.

Removable mattresses within furniture, such as sofa mattresses and foldable mattresses.

Water beds and air beds with built-in padding.

Removable mattresses within furniture, such as sofa mattresses and foldable mattresses.


Core testing method: cigarette ignition test.

The core of this standard is a testing method that simulates real-world usage scenarios.


Handling of non-conforming prototypes:

If the prototype test fails,the manufacturer can make improvements to the design,materials,or manufacturing process,and then retest the prototype.

Only after the improved new prototype has passed all tests can products of the corresponding design be manufactured and sold.


Certificate requirements for compliance:

Mattresses (adult/universal): The manufacturer or importer must provide a General Certificate of Conformity (GCC) demonstrating that the product meets the requirements of 16 CFR Part 1632.

Children’s mattresses (for children aged 12 and under): If the mattress is specifically designed for children, it is considered a child product and must comply with more stringent CPSIA requirements:

Testing must be conducted by a third-party laboratory accredited by the CPSC.

A Certificate of Compliance for Children’s Products (CPC) must be issued.

It must meet chemical requirements such as lead content (surface coating ≤ 90 ppm) and phthalates.

There must be permanent tracking labels on the products and their packaging.
