16 CFR Part 1611——Standard for the Flammability of Vinyl Plastic Film

Core objective:

To establish a minimum flammability standard for vinyl plastic films,thereby excluding hazardous materials with excessively rapid burning rates from the market.


Scope of application:

Applicable Products: This standard applies to non-rigid, non-substrate vinyl plastic film. This includes transparent, semi-transparent, and opaque materials, as well as films that have been embossed, molded, or otherwise surface-treated.

Special provisions for coated fabrics:

Plastic-coated fabrics can be tested according to either 16 CFR Part 1610(Standard for Flammability of Textile Fabrics for Apparel)or 16 CFR Part 1611.

If the material consists of multiple layers,and the outermost layer(plastic film or coating)can be easily separated from the other layers,then that outermost layer must be tested in accordance with Part 1611.

If the outer layer is tightly bonded to the other layers,the entire multilayer fabric can be tested using either of the standards specified in Part 1610 or Part 1611.


Compliance verification and certificate requirements:

Adult Clothing:Clothing made from vinyl plastic film.Manufacturers or importers must conduct a“reasonable and representative test program”and obtain a General Certificate of Conformity(GCC)to demonstrate that the product meets the requirements of 16 CFR Part 1611.Such products do not require testing by a CPSC-approved third-party laboratory.

Children’s clothing:If the product is designed specifically for children aged 12 or younger,it is considered a children’s product.In addition to meeting the flammability requirements of Part 1611,it must also comply with all of the following requirements of the Consumer Product Safety Improvement Act(CPSIA):

Third-party testing:Testing must be conducted by a third-party laboratory accredited by the CPSC.

Children’s Product Certificate(CPC):A Children’s Product Certificate(CPC)must be issued to demonstrate compliance.

Lead content:Lead content of surface coatings≤90 ppm;total lead content of any accessible component substrate≤100 ppm.

Phthalates: The concentration of regulated phthalates in any accessible component must not exceed 0.1% (1,000 ppm).

Tracking Labels: There must be permanent tracking labels on products and packaging.
