16 CFR Part 1512——Requirements for Bicycles

Core objective:

This regulation ensures that bicycles manufactured or imported within the United States,including ordinary bicycles,electric bicycles,and children’s bicycles,are safe in terms of their mechanical structure and performance.The objective is to prevent injuries or fatalities caused by malfunctioning brakes,broken frames,faulty steering systems,or sharp edges.


Scope of application:

Applicable Products:Any vehicle that has two or more wheels and is propelled by the physical effort of the driver(or with auxiliary power,such as an electric bicycle).This typically refers to road bikes,mountain bikes,children’s bicycles,and low-speed electric bicycles.

Not Applicable:This regulation generally does not apply to professional racing cars used exclusively by competitive athletes(subject to specific exemptions)or motor vehicles governed solely by traffic laws.

Mechanical structure requirements.

Sharp edges and tips.

Prominent feature.

Protector.

Saddle (bike seat).

Requirements for reflectors (reflective panels).


Testing and Compliance:

Vehicle Testing:16 CFR Part 1512 requires physical and mechanical testing of finished bicycles,including road simulation tests,brake fatigue tests,and structural strength tests.

Third-party certification:

For standard bicycles,although the risk level may vary,the manufacturer or importer must still provide a Children’s Product Certificate(CPC)(if it is a children’s bicycle)or a General Conformity Certificate(GCC)(if it is an adult bicycle)to demonstrate compliance with Part 1512.Children’s bicycles must be tested by a third-party laboratory accredited by the CPSC.


Common violations and warnings:

Lack of Reflective Strips:

Many imported bicycles are manufactured without reflective strips or are only included in accessory bags for aesthetic simplicity.This violates 16 CFR Part 1512’s requirement that“reflective devices shall be installed prior to shipment,”which can result in the seizure of the goods by U.S.Customs and Border Protection.

Inadequate Brakes:

Particularly for children’s bicycles,if the grip distance of the brake handle is excessive(inappropriate for a child’s small hands),it may also be deemed non-compliant.
