Primary Purpose:

To the final rules of CPSIA and 16 CFR 1303, and to establish and optimize the total lead detection system for nonmetallic children's products such as plastic, plush, wood, textiles and rubber. From the traditional dry digestion in the 08 edition to the high-efficiency microwave digestion in the revised edition (08. 1V08.2V08.3), different matrix adaptation processes,unified substitution methods and report acceptance rules were refined to ensure that the products meet the restrictions of "total lead in the substrate s100 ppm and total lead in the surface coating s90 ppm", covering non-metallic toys for children aged 12 and under, and non-metallic toys for children aged 3 and under.

Sample Vparts: Continue the definition of "contactable parts" and unify the rules of "untouchable parts exemption",It needs to be tested separately according to the material unit (such as the plastic shell and plush fabric are treated separately), and the 08.3 revision supplements the separate sampling requirements of textile ink and plastic coating to avoid cross-interference of the matrix. Quality control sample (QCS): The whole series adopts external certified reference materials (such as NIST SRM), and the revised version specifies that QCS should match nonmetal matrix types (such as plastics and textiles) to ensure the pertinence of verification. Alternative method: ASTM F963; approved in version 08; The revised edition (08. 1V08.2V083) added Health Canada C34 and ISO 17072, requiring that the alternative method should be adapted to nonmetallic complex matrix to meet the quantitative accuracy requirements 


Test requirements and certification requirements

Test substances: Test the total lead (Pb) in a unified way, and separately test the "base material total lead" and "surface coating totallead" without any increase or decrease.

Test method: version 08: dry digestion (muffle furnace ashing) +AAS quantification, and the basic process of non-metallic matrix was built;

08.1 (revised edition): microwave digestion (nitric acid-hydrogen peroxide) replaces dry method, ICP -OES is the main test, AAS is the alternative, and MDLs1 ppm; ;

08.2 (revised edition): matrix digestion (nitric acid-hydrofluoric acid for plastics, nitric acid-hydrogen peroxide for textiles), optimization of ICP-OES parameters to reduce interference;

08.3 (Revised Edition): Standardize the matrix adaptation process, supplement the auxiliary steps of wooldegreasing and wood ashing, and optimize the pretreatment of ink/paint.

Full range of quality control: the calibration recovery rate is 100 15%; LRB(≤MDL) and CRM (recovery rate 15%) were measured every 20 samples/batch;

Revision: CRM needs to match the samplematrix to improve the pertinence of quality control.

Certification requirements: support the third-party test of ISOVIEC 17025 qualification; 08.3 (Revised Edition) The supplier report conforming to 16 CFR 1109 can be accepted to simplify compliance.
