Primary Purpose:
The core purpose is to adapt to the Consumer Product Safety Improvement Act of 2008 (CPSIA) and the final rules of 16 CFR 1303, unify the detection methods of total lead in metal children's products (including metal jewelry), and clarify the detection requirements for contactable parts.Ensure that the products meet the requirements of the United States federal restrictions of"'total lead in base material s100 ppm and total lead in surface coating s90 ppm", and provide compliance test support for CPC certification (children's product certificate).
Standard definition
Samples/parts: Continue the definition of accessible parts of metal children's products (accessible parts for children under normal use/abuse), and add "untouchable parts exemption" (sealed parts that are not exposed in use need not be tested); Metal jewelry should cover all exposed metal parts, including chains, fasteners and decorative parts. Quality control sample (QCS): external certified reference materials (such as NIST SRM) are used to verify the detection accuracy and stability of ICP -OES, AAS or XRF instruments.
Alternative method: ASTM F963, ISO 8124-3, EN 71 and other international standards are recognized as alternative methods for compliance testing (which must meet the quantitative accuracy requirements of total lead and cover the whole process of metal material testing).
Testing and certification requirements
Test substance: the single target substance is total lead(Pb), and there are no new Veliminated items, focusing on testing the total lead content (non-migration) in metal substrate and surface coating.
Core process: Version 08 is based on XRF rapid screening; 08. 1-08.3 The revised version optimizes the wet chemical method(acid digestion+instrumental analysis), which makes it clear that the sample needs to be cut Vground into uniform particles, digested by strong acids such as nitric acid, and then quantitatively detected by ICP -OES or AAS;
Instrument parameters: ICP -OESVAAS should meet the detection sensitivity of ppb level. When the XRF screening result is close to the limit (280 ppm), it should be rechecked by wet chemical method to avoid false negative.
Quality control: the recovery rate of calibration solution should be within 100 15%; Laboratory blank (LRB, which shall not exceed the method detection limit) and certified reference materiaI (CRM, the recovery rate is in line with the reference value of 15%) shall be detected simultaneously every 20 samples or each batch. Certification requirements: Support the testingcertification of third-party laboratories (with ISOVIEC 17025 qualification) recognized by CPSC, and accept the supplier's component test report meeting the requirements of 16 CFR1109; Suitable for children aged 12 and under, such as metal toys, metal jewelry, metal parts of children's care products, etc.
