CPSC-CH-C1001-09.3 Standard Operating Procedure for the Determination of Phthalates

Primary Purpose:

The primary objective is to establish a unified testing method for 6 types of phthalates in children's toys and childcare products, ensuring that the content of target substances in plastic components that come into contact with the product complies with CPSIA Section 108 and 16 CFR 1307's early requirements, with concentrations limited to no more than 0.1% (1000 ppm), thereby protecting the health of children aged 12 and under.


Standard Definitions 

Sample: A representative specimen of a single consumer product or a batch of similar products;

Component: An independent sub-unit of the product (excluding only those parts in contact with plastic materials);

Laboratory reagent blank (LRB): A solvent that does not contain the sample but has undergone the same pretreatment, used to assess environmental contamination; Calibration standard: A solution containing the target phthalates and an internal standard (cyclohexane) with at least 4 concentration gradients.


Testing and Certification Requirements

Test substances: DEHP, DBP, BBP, DNOP, DINP, DIDP (6 types); Test method: GC-MS coupling technique, samples are dissolved in tetrahydrofuran, polymers are precipitated with n-hexane, and the samples are filtered through a 0.45 um filter membrane;quantification is performed using internal standard (benzyl benzoate); Quality control correlation coefficient of the calibration curve  0.995, recovery rate 85%-115%, method detection limit 0.01%, deviation of results from repeated tests  20%;

Certification scope: only applicable to components in contact with toys and childcare products for children aged 12 and under, as well as products for children aged 3 and under.
