ABNT NBR NM 300-3 Toy Safety - Part 3: Migration of Certain Elements.

Primary Purpose:

To limit the migration of heavy metals and harmful elements from toy materials to prevent children from ingesting toxic elements such as lead and cadmium through contact or biting toys, thereby safeguarding children's health and development. 


Standard Definition:

The Brazilian mandatory toy safety standard, the current effective version includes the 2002 edition, along with revisions in 2007 and the 2011 edition. It references EN 71-3 and ISO 8124-3, specifying limits and testing methods for the migration of permissible elements in toymaterials. It allows batch testing of four colors from the same material (special clause).


Testing and Certification Requirements:

 The scope of testing covers various contact materials such as toy surface coatings, plastics, and textiles, with a focus on detecting the migration of harmful elements like lead, cadmium, and mercury. The limits and criteria are consistent with GB 6675 and EN 71.

Testing Basis: Adherence to Appendix I, Section 5.2.9, 5.5.1-5.5.3 of Decree INMETRO 302V2021, and testing methods must comply with OECD Chemical Testing Guidelines and ABNT NBR 14673 directives.

Certification Requirements: Same asINMETRO's unified mandatory certification requirements; additional material composition documentation is required, and the laboratory must possess ABNT NBR ISOVIEC 17025 accreditation.
