ST 2016 Part 2: Flammability.

Core Objectives:

To control the burning risks associated withtoys intended for children under the age of 14, thereby preventing fires and burns, in alignment with ISO 8124-2:2014. 


Standard Definition:

Applicable scope: toys intended for children under 14 years old (including headwear toys, toy tents, plush toys, etc.).

Key Terms: Flammable toys refer to toys that are easily ignited and burn at a rate exceeding safety limits.Special attention is required for components made of flammable materials such as textiles,plush, and paper.


Testing and Certification Requirements

(1)Core Testing: Burning Rate Test: The burning rate of flammable components in toys must be s30 mm/s to prevent rapidspread and associated hazards.

Material Compatibility Test: Specific testing is required forkey categories such as headwear toys (hair, tentacles), closed/partially closed toys (tents).

Update in 2025: Fully aligned with ISO 8124-2:2023, with optimized consistency in testingmethods.

(2) Certification Compliance: Testing institutions must be third-party laboratoriesrecognized by JTA.

Marking: Toys that meet the standards can be marked with the ST logo(voluntary, valid for 4 years), which must be displayed on the packaging/product.

Obligations: Clearly specify the applicable age range, and flammable material toys must comply with classification control requirements.
