SOR\/ 2011-17 Toys Regulations
Core Objective:
To regulate the physical, mechanical, chemical safety and labelling requirements of children's toys, to prevent the risks of asphyxia, cuts, poisoning, and combustion, and to safeguard the health and safety of children aged 0-14 during use.
Standard definition:
SOR\/2011-17 is a mandatory toy safety regulationunder the Canadian Consumer Product Safety Act (CCPSA), which will be revised by the end of 2024 and include a specific requirement for children to enter toys. It applies to all children's toys manufactured, imported and sold in Canada (including plush toys, plastic toys,electric toys, etc.), and does not apply to non-toy children's products such as game fencing, children's furniture, etc. It is the core compliance basis for the Canadian toy market.
Testing and certification requirements:
Products are subject to full testing by an ISO 17025 accredited third-party laboratory. The core requirements are as follows:
Physical mechanical safety: Detachable parts of toys under 3 years of age need to be tested in small part cylinders (not fully loaded); The exposed edges need to be smooth and not sharp; The thickness ofsoft film plastic bag 0.019 mm when the circumference of opening is 35.3 cm;Flux index of magnetic components 50 kG2? mm2;
Chemical safety: surface coating lead 90mg\/ kg, mercury 10mg\/ kg; DEHP\/ DBP\/ BBP 0.1%, toys under 3 years old additional limit DINP\/ DIDP\/ DNOP; Ban harmful substances such as carbon tetrachloride, benzene and borax;
Flammability: "toys for children to enter" shall meet the requirements of ISO 8124-2 4.4, plastic materials shall pass the flame retardant test,
Requirements for marking: a permanent bilingual (English and French) label containing manufacturer information,model batch, age rating, warnings (e.g., asphyxia risk);Warning symbol height 6mm, warning text height 3mm; "Toys for children" are required to comply with SOR-2024-217 fire Iabeling requirements. Meeting the requirements of this Regulation is a sine qua non condition for a toy to be allowed to enter the Canadian market.
